The Independent Broad-based Anti-corruption Commission’s (IBAC’s) Operating Model is a visual representation and description of how we work to deliver public value to the Victorian Community.
The Independent Broad-based Anti-corruption Commission (IBAC) was established in 2012 by the IBAC Act 2011 (“IBAC Act”). The IBAC consists of one Commissioner to which IBAC may delegate any function or power of IBAC. IBAC must also appoint a Chief Executive Officer (CEO) who is the Special Body Head of IBAC under the Public Administration Act 2004 (“PA Act”). Hence there are two key roles responsible for the internal governance of IBAC – the Commissioner and the CEO.
At IBAC we are working hard to provide a healthy and safe environment for team members and to make sure wellbeing is front of mind when we interact with the community and the public sector. Our work is challenging and important – we expose public sector corruption and police misconduct. We front up to this mission every day because we all want a public service that acts in the best interests of Victoria, and to do this we need a physically healthy and psychologically safe workplace.
The purpose of this policy is to outline the Independent Broad-based Anti-corruption Commission's (IBAC) position on IBAC officers:
- responding to offers of gifts, benefits and hospitality
- providing gifts, benefits and hospitality.
This policy supports IBAC officers to avoid conflicts of interest and maintain high levels of integrity and public trust.

The purpose of this policy is to set out for Independent Broad-based Anti-corruption Commission (IBAC) officers the requirements for managing the welfare risk of persons other than employees arising from IBAC investigations and the use of associated powers. The application of this policy and associated guideline ensures these welfare risks are, where reasonably practical, eliminated or reduced.
The Agreement begins on the Commencement Date and continues until the Completion Date, unless extended in accordance with clause 1(b) or terminated earlier in accordance with these terms. If no Completion Date is specified, the Agreement will come to an end when all Goods/Services have been completed and all payments required to be made under the Agreement have been made.
