Changes to protected disclosure legislation

On 5 March 2019, the Victorian Parliament passed new legislation which makes some changes to Victoria’s integrity system. The legislation has established new parliamentary oversight committee, the Integrity and Oversight Committee, consolidating the oversight and performance review of a number of Victorian integrity agencies, including the Independent Broad-based Anti-corruption Commission (IBAC).

The new legislation will introduce some changes to the Protected Disclosure Act 2012 to support people making disclosures which are in the public interest. On 1 January 2020, these changes will replace existing ‘protected disclosure’ arrangements (PDs) with ‘public interest disclosures’ (PIDs).

IBAC is working with its stakeholders, Protected Disclosure Coordinators (PDCs), and public sector departments and agencies to support the Victorian Public Sector, Victoria Police, broader integrity system to prepare for the changes to come into effect on 1 January 2020.

Protected Disclosure Community of Practice and Forums

IBAC supports PDCs through a Protected Disclosure Community of Practice (PD CoP). The PD CoP provides PDCs with opportunities to network, share knowledge, and build their skills in managing reports. The PD CoP includes PDCs from state government agencies, local councils, Victoria Police, and the Victorian Ombudsman’s office.
