IBAC statement on Operation Isabella

IBAC has completed Operation Isabella, its investigation into allegations of misconduct and corruption at Mallee District Aboriginal Services (MDAS).

The investigation did not substantiate any allegations of corrupt conduct within the meaning of the IBAC Act. MDAS is no longer under investigation.

IBAC identified several corruption vulnerabilities and opportunities for improvement in this investigation. In line with previous IBAC findings, IBAC notes the risks of conflicts of interest and favouritism in community service organisations (CSO), and how poorly managed conflicts of interest can undermine public trust. All CSOs should have measures in place to address these risks. Funding departments and regulatory bodies also play a key role providing active oversight and guidance to help organisations recognise risk factors and develop measures to prevent corruption.

To protect the confidentiality of the individuals involved, further details of the investigation will not be disclosed and IBAC will not provide any further comments.
