Public sector agencies manage a wide range of information. This includes personal health records and contact details as well as sensitive political and economic information and financial data. The appropriate handling and security of this information is imperative. Unauthorised access and disclosure of data and information undermines the credibility of the public sector and jeopardises trust in government agencies to responsibly manage public information and ensure personal information is managed carefully and securely.

This report provides an overview of the key risks associated with unauthorised access and disclosure of information by Victoria Police employees. It explores the drivers of these risks, as well as potential prevention, reporting and detection measures.

In 2018, IBAC reviewed integrity frameworks in a sample of 38 Victorian state government agencies, identifying examples of good practice and opportunities for improvement. A key objective of this project was to help state government agencies review and strengthen their own integrity frameworks, to improve their capacity to prevent corrupt conduct.

IBAC's Local government integrity frameworks review provides a snapshot of the integrity frameworks examined in a sample of six Victorian councils and highlights examples of good practices and possible areas for improvement.

This report highlights the corruption vulnerabilities associated with employment practices across the Victorian public sector and alerts public sector agencies to opportunities to strengthen their systems and practices to mitigate those vulnerabilities.
